It has been a along while I have never been updated my blog. I do not have internet access on my desk. I got to go outside if I have to update it. Kind of nothing to do this morning. The new year is passing so slow and I do not have any great activities to offer you neither…a cup of coffee every day is symbol of change.

Saturday and Sunday are normally my holidays. I spend my days sitting and riding around, going to CD/DVD store, eating corns in front of riverside or sometime have a small gathering with friends and eat sth. One of the favorite and reasonable-price places for Sach Kor Ang Tirk Prohok is near PP municipal court; everyone said it located behind the court. I went there. It looks like a local one. With a few cans of beer and 1 or 2 dishes of roasted beef, we can enjoy weekends. If you go there, you will see girls selling snack like snake, cricket…a lots more as you know. One of my favorite is snake. I never like snake, I hate very much and afraid them too, but I like eating them. The more I hate, the more will I like? Oh…no. I decided to buy one last Sunday. It costs 2,000 Riels, the small one is 1,000 Riels. Taste great!

Public Administration

Public administration can be broadly described as activities of states or governments. There are lots of activities which you can imagine such as providing public services to citizens, produce laws including protecting you etc. Governments design their own administrations. They choose whatever approach appropriate: top-down, bottom-up or maybe other invented styles. In under developed countries, basically, governments exercise strong power to lower levels to ensure that everything is under regulations. This might follow a certain type of administration which is a bit old fashion. But it has it own advantages if you try to list them down.

Another type of administration emerged is new public administration. In this administration, governments contract out or privatize some of services to private sectors including civil societies. Last but not least, another term was used which is welfare administration: an administration which acts similar to that of organization focusing on result, motivation and incentive. It takes leadership style rather than management one.

To be sure that this welfare administration work well, firstly, personnel or civil servants must also be in welfare condition or self sufficiency. How personnel come to work without sufficient salary? When we talk about self sufficiency, personnel are able address beyond their basic needs. Not just foods or shelter they need. Secondly and still universal is capacity of personnel. Personnel produce results unless they possess a certain level of capacity. Salary and capacity shall be reflected, the more capacity personnel have, the more benefits should be provided by governments.

Governments might not be able to afford this welfare administration. If governments save more money in years ahead, they might introduce this administration in the country.

Smiling is a mean of communication

Pola, Samnag Fashion and La Rosa are all selling clothes in front of T& C at Sovnna shopping mall. T&C is my favorite place so far. What I like is free wireless. I am here almost every weekend in the morning and afternoon. I like to see people walking around and often look at the the shops. La Rosa sell clothes for female as I can see from distance. Now it offers 50 per cent discount and don’t know when it will stop to offer this generous price. 2 girls inside with similar age, color high and style of wearing clothes. One of them, don’t know the name, often expose her smiling to customers walking across. I am not her customer, but every time she smiles, I feel I get it too. There was a moment I walked across her shop, she smiled at me but I did not give her back a social response. I feel that I made another mistake of the day which I did not have a good social communication. One of the ways to get daily happiness is to give out your smile and to accept the smile from others at least once per day.

New English Word!
